The last official release of Howl, version 0.6, was released on 2019-04-05, which was quite some time ago.
However, the master branch on GitHub contains an unreleased version targeting Gtk-4 and is where any recent development will happen.
Howl is released under the MIT license. Howl is developed on Linux and should build cleanly at least on Linux, FreeBSD and OpenBSD. Porting to other operating systems should be possible.
